Citizens Cemetery in Flagstaff was founded in 1889 as a small cemetery to inter the victims of the smallpox pandemic that claimed the lives of 58 residents. The Citizens Cemetery gradually grew as the population increased, prompting the purchase of more land in 1919 north of the brown road.
